Item 66 of the minutes of a meeting of the Executive held on Thursday 18 September 2003 at City Hall Bradford stated that the council:
a.) resolved to abandon any further consideration for the immediate future of the historic road improvement proposals for the Shipley, Saltaire and North Bradford area.
b.) resolved to undertake a full evaluation of junction improvements, other local road improvements, enhancements to public transport, environmental, safety and traffic calming measures on residential roads in the Nab Wood and Saltaire areas, possible new road construction excluding major bypasses, feasibility of a new railway station at Shipley and improved Park and Ride schemes at other stations.
c.) resolved that these evaluations should give considerable weight to measures to reduce traffic along the whole A650 corridor, improvements to public transport, measures for cyclists and pedestrians and the retention of the environment of the Northcliffe area and the World Heritage Site at Saltaire
d.) resolved that the results of this evaluation be reported to the Executive prior to public consultations and a subsequent funding bid in the new Local Transport Plan in 2005
e.) resolved that, in view of the past history of trunk road proposals considered but not implemented in the area, an approach be made to Government to contribute funds to the investigation and development of the Aire Valley Transport Strategy

The report to the above item, re-evaluates historic road construction schemes in the Shipley area in the light of the (then) imminent opening of Bingley Relief Road. The proposals are considered in the context of current conditions and Bradford’s strategic transport objectives. Schemes are ranked according to their viability as local road improvements following the proposed detrunking of the A650/A629. A series of Local Transport Strategy measures is identified to relieve traffic congestion and public transport delays whilst facilitating environmental improvements on existing roads. Short term improvements which could be introduced to minimise potential problems following the opening of Bingley Relief Road are also identified.

Item 54 of the minutes of a meeting of the Executive held on Tuesday 19 September 2006 at City Hall Bradford is principally concerned with the road developments of Canal Road and connections into Shipley and the de-trunking of the A650.

The report to the above item outlines the Airedale Transport Improvement Project and in particular identifies indicative routes for the proposed Shipley Eastern Link Road & Canal Road Improvement. The close relationship between these proposals and those for Bradford Canal, the Airedale Masterplan and the Canal Road Masterplan is described. The report also describes the (then) current position with the proposed de-trunking of the A650/A629 through Airedale and advises Members on whether the Council’s current objection to de-trunking should be maintained.

Item 164 of the minutes of a meeting of the Executive held on Tuesday 24 April 2007 at City Hall Bradford concerns approval sought for an updated transport strategy for the district for the period up to 2021. The council:
a.) resolved to approve the Bradford District Transport Strategy 2006 – 2021
b.) resolved that the Airedale Integrated Transport Project be approved as the Council’s highest transport investment priority and the Strategic Director Regeneration submit a report to Executive at the earliest opportunity setting out the latest position with the A650 Airedale corridor and the formation of the Action Airedale initiative

The report to the above item seeks approval to an updated transport strategy for the district for the period up to 2021. The purpose of the strategy is to set out the key transport investments considered necessary for the district’s economy to deliver its share of the increased economic performance expected of the region and city region. The strategy will form the basis for promotion of district transport projects in national, regional and city region funding programmes as well as the allocation of funds made available to the Council through the Local Transport Plan.

Appendix A to the above report is a 'vision' document, making a case for improved transport connectivity
Appendix B to the above report is the Bradford District Transport Strategy 2006-2021. In relation to road developments, it states that the "principal strategic need in Airedale is the solution of transport problems south of the Bingley Relief Road. Car users and bus passengers and operators are equally affected by congestion in Saltaire and Shipley" and that the "incomplete Shipley - Saltaire - Cottingley section (and the associated Canal Road) remains a major impediment to this strategic route. Congestion is caused by the mix of traffic as the ‘missing link’ functions as an all purpose highway in one of the most active parts of the district. Proposals to bypass Saltaire are under investigation to find an acceptable option to complete this key infrastructure."
